The Huntington Bancshares Inc. Political Action Committee is committed to respecting and protecting your privacy. The information you provide to the Huntington Bancshares Inc. Political Action Committee is used only for the purpose of administering or promoting (with your permission) the Huntington Bancshares Inc. Political Action Committee and complying with applicable laws.

We do not sell, rent, lease or share your personal information to or with others with the following exceptions: (1) As required by law, we report your contribution and any required information to the Federal Election Commission; (2) your information is made available to a small number of Huntington Bank employees who manage the program (e.g., the Huntington Bancshares Inc. Political Action Committee treasurer, Huntington Bancshares Inc. Political Action Committee manager, and Huntington Bank Government Affairs director) and to limited personnel at Democracy, Data & Communications, a firm that helps to administer the Huntington Bancshares Inc. Political Action Committee and (3) the Huntington Bancshares Inc. Political Action Committee may recognize contributors to the Huntington Bancshares Inc. Political Action Committee who indicate their willingness to be recognized publicly for their contribution, through newsletters, events and other communications. The information disclosed could include such information as the contributor's name, Huntington Bank division/group, and a contribution level (e.g., level 2 is a contribution at or below $2,000).

Federal law requires public disclosure of all contributions to separate segregated funds (commonly known as political action committees) at or above $200. This information is made available through the Federal Election Commission. Although this information is publicly available, Huntington Bank does not make information about individual contributors readily available within the company, beyond information available to the small number of individuals who manage and administer the Huntington Bancshares Inc. Political Action Committee. Reports about contributions to the Huntington Bancshares Inc. Political Action Committee that are shared more broadly include information on an aggregated basis, not by individual (e.g., contributions to the Huntington Bancshares Inc. Political Action Committee by Huntington Bank business/group or by site, state or management levels).

Security and Privacy of Information Maintained by Democracy, Data & Communications.
Democracy, Data & Communications (DDC) helps to administer the Huntington Bancshares Inc. Political Action Committee. Questions or comments about their service may be directed to them at (703) 684-9690. DDC provides the following information about the privacy and security of your information.

DDC is dedicated to maintaining the integrity and security of our clients' data, and we have developed strict confidentiality policies and security procedures, which we have outlined below.

Data Handling Processes

• Other than DDC's backup copies, which-as described below-are stored in a secure location off site, no records are kept off site.
• DDC maintains each client's data in our secure system until such time as the client decides to discontinue its relationship with DDC or requests that the database be returned for another reason. At the client's request, all copies of the database, including the backup copies, are returned to the client or destroyed per the client's instructions.

Physical Security
All client data is maintained on the premises at DDC's offices in Alexandria, Virginia, where we occupy the entire floor of the building, and public access is restricted to the hours of 8:30 a.m. to 6:30 p.m., Monday through Friday. All visitors who enter during business hours must enter through an elevator and check in with the receptionist before proceeding further into the office.

At all other hours, entrance is restricted to employees who must present a magnetic security identification card, and the time and date of any entrance or exit by these individuals after business hours is recorded. Once entry has been gained to the reception area, a key to one of two fire doors is needed to pass into the inner office area.

The network itself is contained within a secure room, which is locked during off-hours, and only selected personnel who actually work with the network are issued keys. In addition, both rooms are monitored by a motion-detection alarm system, which is activated and deactivated by a combination touch pad. All back-up data is stored in a secure facility off site of which only select personnel know the location.

Network Security
The network is protected at three distinct levels: the connection level, the network level, and the software level. Remote access to the host server is available through asynchronous dial-up, which is based on the standard Microsoft Windows NT Server security model, or via the corporate Internet connection. Using either means of connection, authorized users must present a valid user ID and password before a connection to the server can be established.

All authorized users of the host server are issued two user ID and password combinations. The first combination enables them to establish a connection to the server. Once the connection has been granted, the second, unique ID and password combination enables them to use the Democracy DirectTM software. The client server contains a user profile based on the ID and password that determines each user's access to various levels of data and specific files. This network security structure makes it possible not only to secure your data from outside users, but also to limit the amount of data available to specific users within your organization as well.

If a connection to the server is established via the Internet, the software provides a further layer of security. Once an authorized user connects to the server, the software establishes an exclusive "tunnel" between the host server and the user's operating station that allows information to flow back and forth between the two, but excludes general Internet traffic from viewing or accessing the transaction.

128-Bit Encryption
All data transferred between DDC and its clients, through either asynchronous dial-up or corporate Internet connection, is protected by 128-bit encryption. Virtually unbreakable, 128-bit encryption is the strongest encryption technology available today. Client ID and password combinations, as well as data, are protected by the encryption technology.

Extensive research has been conducted to determine the effectiveness of various levels of encryption. Essentially, raw processing power determines the speed at which encryption codes can be cracked. Based on processing pricing in 1995, $1 trillion worth of processing power would take 1,012 years to break a 128-bit encrypted file.

Employee Access to the Database

• The president of DDC;
• The chief operating officer;
• The chief technical officer;
• The vice president of internet services;
• The director of client services;
• The systems analyst.

Without one of these individuals, no one else in the company is able to access the data.
